HB 1120 signed into law in 2015 establishes the goal that "twenty percent of the State's annual purchasing expenditure be awarded to small business; provided that a combined total of no less than twenty-five percent of the twenty percent set aside by this paragraph shall be awarded to veteran-owned small businesses and not less than forty percent of the twenty percent set aside by this paragraph shall be awarded to service-disabled veteran-owned small businesses."
