Description: On July 1, 2013, 
IC 5-22-14-3.5 became effective, establishing a 3% goal to utilize veteran-owned small businesses as subcontractors for goods and services on state contracts.


On July 1, 2016, the following changes to IC 5-22-14 became effective via HEA 1312:

1. The term “Indiana Veteran” was redefined to include any individual who is currently active or previously served and was honorably discharged in any branch of the United States Armed Forces, the Reserves, National Guard, or the Indiana National Guard
2. A state certification option was added as an alternative to the VA OSDBU-recognized certification. By allowing veteran-owned businesses to register directly with the State of Indiana instead of the federal government, veteran-owned businesses receive greater consideration during the state’s contracting and procurement process.
3. Removed the 1 year Indiana resident requirement



Senate Enrolled Act 564 and Governor Pence's Executive Order 13-04, require the Indiana Department of Administration (IDOA) to procure at least 3 percent of state contracts with veteran-owned small businesses (VOSBs). It also requires IDOA to adopt rules, develop policies, and set forth guidelines regarding contracting opportunities for VOSBs. IDOA must report annually the percentage of state contracts with Hoosier VOSBs. Finally, SEA 564 allows the Indiana Economic Development Corporation to assist in various aspects of the VOSB initiative, including maintaining a list of Indiana VOSBs, assisting VOSBs with bidding procedures and compliance, and simplifying specifications and contract terms to increase opportunities for VOSB participation.
