UnderChapter 108 of the Acts of 2012andExecutive Order 546, the Executive Office of Administration and Finance is charged with responsibility for the development, implementation, and overall management of a program to encourage the participation of businesses owned and controlled by service-disabled veterans in all areas of state procurement contracting, including contracts for public construction, design services, and commodities and services. Accordingly, it is the policy of the Commonwealth to promote access and equity of opportunity in state contracting; and, in furtherance of this policy, to encourage the participation of businesses owned and controlled by service-disabled veterans in all areas of state procurement contracting, including contracts for public construction, design services, and commodities and services.
This established a Service-Disabled Veteran-Owned Business Enterprise Program (“Program”). The purpose of the Program is to oversee the inclusion of business enterprises owned and controlled by service-disabled veterans in all areas of state procurement contracting, including contracts for construction, design and professional services, and commodities and services.
The $2,500 Veteran Hire Tax Creditwas included in the legislation, which was signed by Gov. Maura Healey in August 2024. Under the new tax credit, small businesses with fewer than 100 employees are eligible for a $2,500 tax credit when they hire veterans. They must have also been eligible for and have claimed the federal Work Opportunity Tax Credit.
