HOUSE BILL NO. 1313 took effect in 2008 and set a goal of 3 percent of state contracts to be awarded to SDVOBs.


The Veterans Small Business Enhancement Act of 2018 allows Veteran-Owned Small Businesses (VOSBs) to receive federal surplus property through the Federal Donation Program. In Missouri, the program is operated by the Missouri Agency for Surplus Property (MOSASP). Learn more here.


HB 1503 provides direct state-guaranteed small business loans to Missouri military veteran entrepreneurs. A “boots-to-business” program must be completed upon receipt of such a loan. Boots to Business is an entrepreneurship training program for veterans and their spouses that provides an overview of business ownership as a career vocation.
