House Bill 2330in 2020 (perOklahoma Statues §72-63.22) establishes a preference stating "The Oklahoma Department of Veterans Affairs may grant a preference, for purposes of the expenditure of funds for tangible or intangible personal property or services to be acquired by the agency, to an honorably discharged veteran or to a lawfully recognized business entity having a majority ownership of fifty-one percent (51%) or more of the business that an honorably discharged veteran holds at the time the contract is awarded.'
The Disabled Veterans Enterprise Act (under74 O.S. § 85.44E) states "In awarding contracts for the performance of any job or service, all agencies, departments, institutions and other entities of this state and of each political subdivision of this state shall give a three-point bonus preference to service-disabled veteran businesses doing business as Oklahoma firms, corporations or individuals, or which maintain Oklahoma offices or places of business.
House Bill 2365(as set forth inSection 85.45j.11 of Title 74of the Oklahoma Statutes) created the "Oklahoma Supplier Diversity Initiative", which shall be a state-sponsored supplier diversity program to provide a resource for state agencies and private businesses to utilize diverse firms in procurement opportunities to encourage growth in the economy of the state. The program shall provide convenience for qualified and certified small business enterprises and minority business enterprises in contracting projects in underserved areas.
